Is it legal for a business to lock you inside the store, if they deem the weather to be dangerous?

Our local Target decided that the weather was unsafe for people and locked everyone in. They would not allow shoppers to leave. There have been storms blowing through all week. There wasn't a storm warning OR watch of any kind, just regular thunderstorms. Is it legal for them to detain shoppers like this?
